Well, the EPA recommends a hot temperature setting of 120-degrees F for both safety and energy-saving purposes. But finding that setting on the water heater temperature setting dial isn’t easy, because most dials aren’t labeled with numbers.
Savings resulting from turning down your water heater temperature are based on two components: reduced standby losses (heat lost from water heater into surrounding basement area); and consumption (from water demand or use in your home). Set too high, or at 140ºF, your water heater can waste anywhere from $36 to $61 annually in standby heat

When you're ready to check the water temperature, turn the power back on. Wait at least 3 hours before checking the water and evaluate: if it still reads or feels too low, adjust the temperature again.

When it next happens (i.e. boiler is on, Nest says heating is off, but radiators are heating up), try turning the hot water off by whatever controls it (the Nest or programmer if you still have one). If the boiler turns off within a few seconds you know it was probably the call for hot water that was switching your boiler in and a valve problem
Examine the shut-off temperature controls, particularly the low-temperature switch, which keeps the boiler running if it thinks that the water inside is not being heated. You should also check the temperature of the water. If the two devices don't match, try removing the control switch, and then retesting your boiler.
